Abstract

As a country with a long coastline, the sea has played a vital part in Vietnam’s development and stability in many aspects, from the marine economy to sea-related concerns such as geopolitics and national sovereignty. As a result, in order to effectively protect the country's legitimate maritime rights and interests in the face of new challenges such as threats to the marine environment, marine economic development, and national sovereignty, developing and promoting the potential of Vietnam’s marine manpower resources is critical. Therefore, in addition to evaluating and analyzing the definition, role, and requirements of “marine manpower resources”, this article aims to identify challenges confronting Vietnam’s marine manpower resources, thereby proposing solutions to overcome these limitations, and encouraging the development of marine manpower resources in Vietnam.

Author Biographies

Nguyen Ba Dien, Professor of International Law, Senior Lecturer, University of Law, Vietnam National University, Hanoi, Vietnam; Charman of the Board of the Scientific Research Institute of Sea and Islands

Nguyen Ba Dien received his Bachelor of Law from Nicolaus Copernicus University, Poland. He obtained his Ph.D. Degree in Law from Faculty of Law and Administration of Nicolaus Copernicus University in Toruń, Poland. He has been Director of Center for the Sea and Marine Law (CESEAMLAW) Faculty of Law, Vietnam National University, Ha Noi (VNU) since May 2003 to Feb 2022. He is currently working as Professor of International Law & Senior Lecture of the University of Law, Vietnam National University, Hanoi, Vietnam; Chairman of the Board of the Scientific Research Institute of Sea and Islands, Hanoi, Vietnam.  He has a vast experience of 44 years in teaching, researching, and administration. His expertise includes: Public International Law, Private International Law, Law of the Sea, Jurisprudence, International Dispute Settlement Mechanism, Human Rights, ect. His scientific researches have 33 textbooks, 28 monograph books, more than 130 Journal Articles, 45 discourses of the national and international conferences proceedings. He is also a famous attorney and Chairman of  VNJust Law Firrm, where possesses a wide and deep background of international commercial/business/trade law and international law.

Nguyen Thi Thu Phuong received her Bachelor of International Law and Master of International Law from Law School, Vietnam National University, Ha Noi, Vietnam. She is also a member of the Viet Nam Society of International Law, Ha Noi, Viet Nam. She has a vast experience of 10 years in research. She is currently a member of Scientific Research Institute of Sea and Island, Ha Noi, Vietnam. Her expertise includes: International Law, Law of the Sea, Human Rights.
