Abstract

The economic development of the state of Assam is also dependent on the development of agricultural sector to a great extent unlike any agricultural dominant region. For the development of agriculture sector, irrigation is considered as the main infrastructure tools. The modernization of agricultural practices vis-à-vis increase in productivity of crops cannot be conceived in the absence of assured irrigation facilities for all seasons. Compared to many states and regions in India, Assam has many sources of water. But inspite of having abundant water sources, only a small fraction has been utilized for gainful economic activities. In this context, it assumes importance to examine irrigation development in a water abundant state of Assam. The present study attempts (i) to examine the growth or trend pattern of irrigation development in Assam, (ii) to examine the factors which are influencing the low irrigation development in the state and (iii) to suggest some policy measures for proper irrigation development in the state. The study is based on the available secondary data, both at the state and district levels. The study shows that several factors like climatic, financial, institutional etc. have been responsible behind the slow and low development of irrigation facilities in the state. Both short term and long term measures are needed to increase irrigation facilities.
