This paper examines the historical evolution, heritage resources, infrastructure, economic impact, and tourist perceptions of cultural and heritage tourism in Lucknow, with the aim of suggesting sustainable policy strategies for tourism development in Uttar Pradesh. Tourism is a key driver of employment, poverty reduction, and economic growth, gaining priority in national planning. While policy reforms support its expansion, the sector faces volatility and competition. Beyond economic gains, tourism aids heritage conservation and improves living standards but also affects ecosystems and sociocultural values. The paper is based on secondary data and urban tourism, infrastructure, and governance, analyzing stakeholder perceptions to develop a roadmap for sustainable cultural and pilgrimage tourism.
