Examining Redistricting Practices in India and the USA: Reform Options

Delimiting boundaries for electoral contests is a formidable task in the election process. It affects representational outcomes and power configurations in the society. The division of boundaries into electoral areas requires well-defined principles and criteria to ensure effective representation. A new boundary can alter the pattern of electoral representation in the legislature and may even extrude some voices in the legislature. Delimitation rules are usually outlined in constitutions and detail the processes for determining electoral constituencies. These rules often differ by either establishing independent commissions or assigning authority to the legislature. This paper examines the principles of redistricting and boundary delimitation in India and the USA, which utilize different mechanisms, and explores reform options for improving the procedural integrity and equity of delimitation processes.
